Fieracavalli has adopted an Event Code of Ethics to clearly define the set of values recognized, accepted, and shared by Fieracavalli and which it intends to ensure is observed by Exhibitors, Visitors , and, more generally, all those who, in any capacity, deal with equines.
Through its Code of Ethics, Fieracavalli aims to promote healthy and proper human-animal interaction based on ethical and moral principles aimed at protecting and respecting the well-being of animals, understood as "sentient beings."
The horse and its health are the core of this initiative.
This document was prepared with the support of the ULSS 9 Area C Scaligera of Verona in compliance with current legislation on animal welfare as well as the guidelines contained in the "Code for the protection and management of equines" drawn up by the Ministry of Health.
RECIPIENTS/SCOPE OF APPLICATION:
The rules and principles set forth in this Code apply to all individuals who, in any capacity, operate in the equestrian sector within Fieracavalli, as well as to holders of licenses, concessions, authorizations, and those registered in the Registers, and in any case to all those who have relations with the event.
Trade representatives, both national and regional, must base their internal relationships with their members and third parties on the principles set forth in the Code of Ethics, reporting behaviors and actions that do not comply with the Code itself.
KEEPING OF EQUINES
All subjects to whom this Code applies, each within the scope of their specific responsibilities, must ensure that their activities are carried out in environments suitable for the natural needs of equines, guaranteeing their equines, or those under their management, a healthy and correct diet, living and exercise conditions appropriate to their physiological, psychological and ethological needs and resorting to the administration of medicinal drugs solely for therapeutic purposes.
The owner, or whoever holds the equine in any capacity or has custody of it, even temporarily, is responsible for the well-being, control and management of the equine and is liable, both civilly and criminally, for any damage caused by the equine itself to people, property or other equines.
Grooms and those responsible for the stables of equines must scrupulously observe the rules of correct management relating to:
Adequate nutrition and watering;
Clean and plentiful litter;
Cleanliness and order of the environment in which they stay;
Protecting the health of equines.
PROCEDURE FOR LEADING THE HORSE BY HAND
Equines must pass through designated areas as directed by Veronafiere, respecting access times and the rules for using the facilities made available for moving and working equines.
All equines may be moved from the stables or paddocks/pavilions, following the designated routes and respecting the access times, only if properly worn with a halter/led or ridden. Special attention must be paid to visitors in order to avoid damage to people, equines, and property, especially when leading the equine through the access gates to the pavilions.
It is forbidden to carry out practical demonstrations and/or performances and/or travel outside of the permitted areas not included in the established calendar for each discipline.
VENTILATION – TEMPERATURE – NOISE – LIGHTING
In the premises where equines are kept, the following must be guaranteed:
Ventilation, whether natural or artificial, should be such as not to create direct air flows on the equines and should be proportionate to the volume of the structure;
A temperature between 0 and 32 degrees, possibly using artificial sources in case of particularly harsh weather conditions;
Adequate fixed or mobile lighting so that equines are not forced into prolonged periods of darkness or constantly exposed to lighting;
Protection from excessive noise for a long time
The time for dimming the pavilions' lighting is expected to be 23.00 pm.
PROCEDURE FOR TRANSPORTING THE EQUINE
The transport of equines, including loading and unloading, must comply with Regulation (EC) No. 1/2005 and subsequent amendments and be appropriate to the equine's physiological, morphological, and ethological needs, avoiding any suffering and taking place with due care and without unnecessary delays.
The horse must travel safely with the necessary protections.
DOPING
The fight against doping is a fundamental objective of the application of this Code of Ethics, as doping, in addition to being a phenomenon that openly contradicts the ethics of sport, seriously harms the health of equines and causes irreparable damage to the credibility of the equestrian sector. Fieracavalli, to the best of its knowledge and within the scope of its activities, undertakes to provide unconditional cooperation and availability to the competent bodies responsible for conducting anti-doping tests.
IDENTIFICATION OF EQUIDAE
The identity document must accompany the equine on all its travels.
Regulation (EC) No. 504/2008, in force since 1 July 2009, on the identification of equidae, applies.
The owner and/or keeper of the equine must truthfully and transparently provide all the information and data necessary to identify the animal and certify its health. They must also declare the equine's place of origin (address and stable contact information). Arrival at the fair will take place via online check-in at least one week before the start of the event.
Each subject will be assigned a QR code that must be placed on the outside of the box and can be consulted by anyone to understand its genealogy and provenance.
Equines authorized to circulate outside the pavilions will be identified with head numbers that will correspond to the number of the horse's box.
CODE OF ETHICS FOR RIDERS AND BREEDERS
HARNESS AND HARNESSES
The use of instruments, harnesses, or any other means or substances that could in any way alter the performance of equines, modify their behavior, conceal health problems, or cause physical or psychological harm is strictly prohibited, subject to immediate expulsion and the penalties set forth in the equine protection regulations. The use of regulated harnesses must be constantly monitored and must not cause pain, physical, or psychological harm.
EQUINE MOVEMENT AND ACTIVITIES
Anyone who subjects the horse to excessive work resulting in visible sweat, engages in activities not covered by the regulations and outside of event hours, engages in dangerous or coercive riding, causes the horse any type of injury, imposes excessive punishment, or fails to comply with the authorities' warnings will be expelled from the fair with immediate effect.
The use of training tools or techniques that cause harm to the equine is prohibited, including, but not limited to:
Excessive whipping, hitting, or using spurs, as well as subduing the equine through the use of any type of apparatus, instruments, equipment, or procedure capable of causing pain.
